Senior Minister in the Office of the President with responsibility for Finance, Dr. Ashni Singh, has presented Supplementary Financial Paper Number 1 of 2026 to the National Assembly, seeking parliamentary approval for $54.9 billion in additional spending to support key government projects and programmes across the country.
The supplementary provisions are being sought for the period ending December 31, 2026, and are intended to fund accelerated work programmes as the PPP/C begins its newly elected term in office.
A major portion of the requested sum, $17.5 billion, is earmarked for the housing sector to support an expanded work program tied to the government’s commitment to affordable homes and stronger communities. The Budget 2026 had already allocated $159.1 billion to the sector, as the government pushes to construct 40,000 new homes, eliminate the backlog of applications in all regions, and fast-track pending housing applications.
The National Assembly is also being asked to approve $19.1 billion under the Office of the Prime Minister to provide additional resources, including funding linked to the Gas-to-Energy Project, which the government says is expected to cut electricity costs for citizens by half when it comes online.
Under the Ministry of Public Works, the government is seeking $8.5 billion, including $6 billion for miscellaneous roads and drainage works and $2.5 billion for hinterland roads, as efforts continue to improve connectivity in all regions.
Another $8.3 billion is being requested for the agriculture sector. That includes $807.5 million for the Guyana Rice Development Board, $3 billion for the Guyana Sugar Corporation (GUYSUCO), and $4.5 billion for the National Drainage and Irrigation Authority (NDIA).
Under the Ministry of Public Utilities and Aviation, the government is seeking an additional $600 million for maintenance of coastal airstrips and $496.3 million to support water interventions, including water filling stations. Meanwhile, under the Ministry of Home Affairs, $60 million is being requested to support an accelerated work programme for the Customs Anti-Narcotic Unit (CANU).
The sums being requested are meant to support intensified investments in drainage and irrigation, agriculture, healthcare, housing, roads, education, electricity, digitisation and other areas aimed at improving the quality of life for citizens.
